Municipalities as drivers of intercultural living together
Being warmly welcomed into a municipality and truly feeling “at home” are two distinct steps in the same journey. Too often, the Wëllkommenskultur ends after the first contact, without addressing the long-term needs of those who settle in.
Moreover, newcomers do not form a homogeneous group: refugees, expatriates, immigrants, cross-border workers or people moving from one Luxembourgish municipality to another, their experiences, expectations and needs differ widely. Recognising this diversity allows municipalities to adapt their actions and remove linguistic, administrative or social barriers that can hinder effective orientation.
Welcoming and guiding new residents does not concern only newcomers, but the entire population. It combines symbolic gestures (such as welcome events, a newcomer’s package or community gatherings) with long-term strategies that facilitate access to public services, healthcare, education and civic participation.
Moving from a short-term welcome to ongoing support means fostering encounters, strengthening community bonds and nurturing a true sense of belonging within the municipality.
This national forum provides a platform for dialogue around a shared goal: enhancing municipalities’ ability to welcome, guide and involve residents in local life.
Participants will have the opportunity to explore a variety of approaches, discuss real-world challenges, and identify practical strategies to help their municipalities foster an inclusive and sustainable approach to welcoming, from arrival to belonging.
